The Southeastern Pennsylvania Transportation Authority (SEPTA) is the fourth largest transportation authority in the United States with more than 9,500 employees.


SEPTA was facing an uncertain future due to financial and service concerns, escalating labor and administrative costs, reductions in an already declining ridership base, and projected reductions in both Federal and State operating subsidies.


SEPTA’s Board engaged Phoenix Management Services to provide a proactive and business-oriented approach to evaluating options and pursuing methods to improve upon the quality and effectiveness of the entire organization. Phoenix’s professionals took a pragmatic, business-oriented approach to evaluating all of SEPTA’s operating and administrative activities. Phoenix’s report detailed more than 135 recommendations designed to achieve a high level of efficiency and economic savings throughout SEPTA’s operations. Phoenix then assisted in the implementation of productivity standards, improvements to purchasing practices, and service improvements and cost reductions in its workers’ compensation function.
